The digital transformation fundamentally reshapes how public administrations operate and interact with citizens (Haug et al., 2024). As artificial intelligence, data analytics, and digital platforms continue to evolve at an unprecedented pace, they create both opportunities and systemic challenges for public sector organizations (Selten & Klievink, 2024). The tension between established administrative structures and digital-first approaches underscores the need to understand long-term implications of this transformation.
The rapid progression of digital technologies is altering traditional administrative processes, giving rise to critical questions regarding efficiency, accessibility, and ethical governance in the public sector (Twizeyimana & Andersson, 2019). As government agencies worldwide face mounting pressure to digitalize their services while maintaining high standards of security and transparency, new frameworks for understanding and managing this transformation become essential (Malodia et al., 2021).
On the one hand the role of public administration in democratic systems is being redefined through digital means (MacLean & Titah, 2022). Questions of trust, accountability, and inclusive citizen participation take center stage as administration moves increasingly online (Scupola & Mergel, 2022). The ability to maintain democratic values while leveraging digital opportunities requires careful consideration of both technological capabilities and societal implications.
On the other hand, the digital transformation of public administration presents significant risks to democratic governance and administrative integrity (Hensmans, 2021). The increasing dependency on digital systems creates vulnerabilities to cyber attacks, data breaches, and system failures that could paralyze essential government services (Wirtz et al., 2021). Moreover, the digital divide threatens to exclude vulnerable populations from accessing public services, while algorithmic decision-making systems may perpetuate existing biases and create new forms of discrimination (Min, 2010; Schou & Pors, 2019). The concentration of power in the hands of technology providers and the potential for surveillance and control through digital administrative systems raise serious concerns about democratic accountability and civil liberties (Westerlund et al., 2021).
This conference brings together academics, public sector professionals, policymakers, and technology experts to explore current trends, address emerging challenges, and envision the future of public administration in a digital age. At its core, the conference examines how public organizations can harness digital technologies to enhance service delivery while ensuring inclusivity, maintaining security, and upholding democratic values.
Key areas of focus include the implementation of digital transformation strategies, the role of artificial intelligence in administrative processes, cybersecurity challenges, digital skills development, and the evolution of citizen-state interactions through digital platforms. Invited Submissions
Send your proposals via email to [email protected] by March 15, 2025. Abstract decisions will be announced by March 31st, 2025. We welcome proposals for
• Papers: 20-minute presentations with a 10-minute discussion. Submit a title, 500 word abstract, 150-word bio, up to 5 keywords and 3 references.
• Symposia: 90-minute sessions with 3-4 related papers. Include a thematic intro, ti- tles, 500-word abstracts, up to 5 keywords and 3 references per paper, and 150word bios for each speaker.
• Posters and Demonstrations: Visual presentations of research by a poster or a project showcases (500 words abstract)
